I doubt this is related to the blank progam, but I don't like the look of this entry. Do you know what it's for? After that I tried a microsoft support article that was cited in several forums this problem seems quite common , see kb, but as far as I could see the necessary registry entries were there.
I also ran appwiz. Before I noticed this problem I had also started to experience slow shutdowns or non shutdowns. It expired several days ago and was now prompting me on each startup to visit the registration centre hoping I would buy! So I checked the Add Remove Programs, and it now worked.
I did another restart - again smooth - and again Add remove programs worked OK. So I suggest you should check the startup programs to solve this problem. In hindsight, it may also be true that in at least some instances the population of the ARP may have just been taking a very, very long time because of the offending program , so some users may just think it was not being populated.
However, I have to say that as well as a blank form, I also had several instances where the applet didn't even appear to want to start at all. Select wmiprvse. But whenever I try and restore to an earlier date, it keeps on saying the restoration was unsuccessful. What am I doing wrong? If anyone is still reading I still need to know how to fix the problem. I have Command AntiVirus for Windows. I unchecked a box that said "Enable Dynamic Virus Protection", then attempted to restore my computer again. It was still unsuccessful. I still need help, if anyone cares. I can't read any of that. I've been doing some searching trying to find something about your problem. Everything I've found points to a registry problem. I've seen several possible fixes for this, but I"m hesitant to tell you to do it because it involves doing some registry editing, and you can make things worse if you mess that up.
You'll find quite a few hits about this problem. Do a Google, look at some of the answers, and see if you want to get involved in registry editing.
